Hmm. So we know it's not the Mountain Parkway, Cumberland Gap Parkway, or Bluegrass Parkway. I'm guessing it has to be in the eastern part of the state due to the terrain, but it can't be the Hal Rogers Parkway because that's almost exclusively a two-lane road and the picture plainly shows a four-lane dual-carriageway. It also looks like it's reasonably recent construction. Is it the Louie Nunn Parkway (also called the Cumberland Parkway)?

Since this is a Kentucky parkway, I should know it. Given the other guesses that have been rejected, I am going to say it's the Natcher (Green River) Parkway, somewhere between I-65 and the WK Parkway, probably near Morgantown.
Government would be tolerable if not for politicians and bureaucrats.

Where on the WK? I thought the median looked a bit too wide for the WK.

Yep. Southbound crossing the Kanawha River at the northern terminus of the turnpike.
