Found this article from WNYC that says a 5-mile section of NY 23 in the Catskills that was washed out from both Irene and Lee will reopen on Monday.

Related to the NY 103 thread, the same article says that NY 103 is expected to reopen in January, and NY 42 in Lexington is expected to reopen in February.

A snippet about the construction of a temporary bridge on a local Catskills road (Oliverea Rd. in Shandaken) can also be found in this article.  The temporary bridge was constructed from start to finish in a mere 17 hours.
