Here is Florida's angle to the story.

They're a pretty good indicator of how congested the non-tolled lanes will become. If it's $4.50, then the other lanes become a bit of a parking lot. If you look up and see "0.25", you can save your money with no level of service difference.

These 95 Express are useless if you need to enter/exit anywhere between the Golden Glades and I-195/Airport Expressway, since the lanes are inaccessible (and monitored).

What does irk me is that the toll revenues are not likely to improve I-95 in that specific area, but other projects, none of which will create any sort of nearby parallel route to improve traffic flow. More likely, the monies will be used towards tolling other I-95 projects, maintenance, and/or other roads...which makes it no different than other state toll roads without an authority, I suppose.
