"Gov. John Kasich today signed into law new regulations on red-light and speed-enforcement cameras that the cities contend will make them economically infeasible to continue to operate.

The thread title threw me off at first....I thought this was going to be something about how effective the cameras were.

No, they aren't done.  Far from it, in fact.  They will simply provide a space nearby for your friendly local patrol officer to sit and catch up on paperwork.  An indicator light (the flash, perhaps?) will alert them, and they will pull you over and issue the written citation.  It will certainly be less efficient than simply mailing out RLC tickets, so expect the fines to increase accordingly.

And while the cop is busy, several others can fly right on through.  It's basically toast as a revenue stream.
