Illinois Tollway Interchanges that need to be built/expanded/reconfigured

I-39

Some are included in Move Illinois and others are not.

1. The I-90/I-290/IL-53 system interchange: It baffles me this was not included in Move Illinois. This is going to have to be addressed after the I-90 rebuild wraps up.

2. I-294/I-290/I-88 "Hillside Strangler": May be addressed as part of the Central Tri-State rebuild, but don't hold your breath.

3. Randall Road at I-90: This is a good candidate for a conversion to a SPUI or DDI, the traffic here is horrible during rush hour. Plus, the bridge needs to be rebuilt to accommodate the wider tollway, this is one of the few crossroad bridges on I-90 not being reconstructed as part of Move Illinois. Something will need to be done within the next 10-15 years.

4. IL-23 at I-90: This may happen in 2017 per the Marengo-Union Times. ISTHA is scheduled to rebuild the IL-23 bridge in 2017, and the ramps may come at the same time. If nothing else, the bridge will be built to accommodate ramps in the future.

5. IL-47 at I-88: Under study right now for conversion from partial to full interchange, but I hear it may not happen until the 2020 at the earliest.

6. Farnsworth Ave at I-88: Needs to be reconfigured into a standard diamond, SPUI or DDI, current cloverleaf is awkward.

7. Lee Street at I-90: Need to add an eastbound exit ramp, may happen, but funding an obstacle.

I'd like to see the I-80 and I-294 interchange modified to add an extra lane or two to the I-80 mainline. In my experience, it doesn't back up at all, but it is kind of a pain funneling all of the cross-country traffic into two lanes, especially westbound.

Deerfield Rd and IL 120 at I-94.  There aren't any north exit and entrance ramps.  To go west on IL 120 the IL 21 exit can be taken, but a lot of traffic could use ramp to take IL 120 into Waukegan and avoid the Six Flags area.  Expanding the Lake Cook Rd interchange improved access to Deerfield, but adding nort exit/entrance ramps would further improve access.  Seems like the Illinois Tollway doesn't care for traffic coming from the north, as the lack of ramps for traffic coming to/from the north and gauging traffic from Wisconsin at the Waukegan Plaza by charging $2.80 and a toll at each exit except Grand Ave.  Meanwhile, traffic from Chicago pays $1.90 and doesn't have to pay another toll up to Grand Ave.  Traffic from the south pays a lot less per mile and they get better exit and exit ramps on the north section of the Tri-State.

It was more even when they had the old Deerfield toll but that needed to go.

IL 120 and o'plaine road needs a overpass. And IL-120 / I-94 full interchange is likely tied to the 53 extension

Traffic did smooth out when the Deerfield Plaza was taken out.  When that was up, the tolls were $.40 there and at Waukegan, but traffic from Wisconsin was double charged beyond Milwaukee Ave while traffic from the south only had to pay at the Deerfield Plaza, just like traffic from the south only have to pay at the Edens Spur or Toughy Plazas, and not at any of the exit ramps.  Interesting how traffic from Wisconsin only travels 5 miles and has a $2.80 toll to get to Gurnee while a 25 mile trip from O'Hare to Gurnee costs $1.90.  Traffic from the north also has to pay $.90-$1.90 to exit off the freeway before O'Hare while traffic from the south doesn't pay anything upon exiting. Guess they want to make more off of out of state drivers.

Guess? They joked about it being a "Wisconsin Tax" when they made the changes! It was pretty blatant. :-)

The Illinois Route 120/I-94 interchange will be converted to a full system interchange if/when the IL-53 extension is built, although ironically, the IL-120 bridges and the O'Plaine Road overpass were among the few bridges reconstructed and lengthened during the I-94 rebuild and widen from 2008-09, so they may have to tear down a newer bridge when it is converted.
