California state route 380 from Interstate 280 to California state route 1?

California state route 380 from Interstate 280 to California state route 1?

I wonder why the reason that California state route 380 wasn't even built from Interstate 280 to California state route 1, as a freeway, opposition, cancelling by Caltrans or some other reason?
