NC 45 officially extended

NC 45 was officially extended south on 5/1/13 to the Swanquarter Ferry terminal and is now also officially assigned to the ferry route itself to Ocracoke.  All ferries on that end of Ocracoke Island appear to originate at the same place, so NC 45 does not appear to gain any mileage on Ocracoke Island itself.
