Crediting The South Strand News's website (seems to be a South Carolina local newspaper). The picture is from a story on a missing person's case in Andrews, SC and a Rally/March in support of the missing person, best I can tell. But one of the story pictures just happens to have Business US 521 and Business SC 41 shields in the background

Yes there are, and had a PA 35, or even US 35 been depicted with the mistaken PA 522, I would have went there with the GSV
