The rules don't specify which jurisdictions are valid. So bus routes, bike routes, etc. can all count (I'm pretty sure we've already seen some bike routes in here).

The only compelling reason I can see is that many bus routes are signed textually versus a shield. Textual representations aren't allowed. I'm not really sure that your Rock Region Metro sign counts as a shield rather than a particular formatting of text.
