CA-20 bypass for Colusa?

Just wondering if anyone thinks CA-20 should be constructed to bypass Colusa? As of now, it does a square, in-town three corners style detail IN Colusa. I think CalTrans should plan a bypass to the south. Should be easy to do so - not much property to raze through, IMHO.
