This one is a bit trickier, and it requires a judgment call, but I'll allow it, as the meaning of the message matters, not the exact form. This is why inverted ID and LA shields are considered to be identical to their non-inverted counterparts, and "exit 1/2 mile" matches a sign that just says "1/2 mile" but is in the same context.

(Shields that look identical but are for different states may appear to contradict this rule. I specifically made an exception to allow it.)

When I decided to allow all signs with numbers instead of just route shields, there are going to be ambiguous situations no matter how many rulings I add.
