That was a guess of the rule meaning, so it might be out west.

I understand the clue now...and the layout of the BGS's in the background reminded me of that state! But I was trying to find where in that state I might find a sign assembly like that one.

Nevermind, I found it. It's the western end of I-96.

Sorry, I was driving all day, coming back from a road trip to Iowa. The guess was sent out from a hotel by Des Moines.
