No, from my observation most storms either missed the Keys or wouldn't be as strong as when they hit Louisiana.  A large amount of natives to the Keys (Salt Water Conchs) don't evacuate from storms at all.  I was technically a first responder so I was basically going to hunker down in a barracks building or hotel room if a major storm hit.  Monroe County does have a 14 foot stilt rule in effect for new construction due to storm surge hazards.  I would say it effectively halted new construction which is why so many of the buildings in the Florida Keys are old or are prefab in design.

Key West was in the possession of the Union during the Civil War.  Are there any historical recognition signs out dealing with that period of time?

Several, Fort Zachary Taylor and East Martello Fort are actually significant tourism draws in the City. 

Also, the boat to Dry Tortugas National Park and Fort Jefferson is in Key West.  Fort Jefferson is most well known as the prison of Dr. Samuel Mudd.
