The plan is to add a third lane for a few miles in West Monroe.

Seems like I saw something that discussed bridge replacement and widening of I-20 from Well Road to Russell Sage road east of Monroe. This may have been a want as opposed to a proposal. It was being discussed in the same discussion as widening I-20 through Bossier City.
