It can really, really vary.  If the land is available and mostly flat, the overpass already exists, and all that needs to be done is build and pave the ramps and accel/decel lanes, then they can probably get built for a milllion or two.  But if land needs to be purchased, overpasses need to be widened, multiple lanes need to be built, wetlands and trees exist, etc, then multiple tens of millions of dollars isn't out of the question.

Also consider a Cubic Zirconium interchange.  Not as brilliant, but significantly cheaper.

I've been wondering that for awhile now... just didn't want to post anything since I didn't actually know the answer to the question.

From an NJ perspective, I'd estimate if you actually had the land to build such an interchange to normal dimensions (i.e., not a tight urban diamond with tons of walls):

* ROW acquisition - figure about $10 million. This can probably be as low as $1 million in a more rural area, even less if it involves a farm.
* Base materials - Very, very rough estimate, about $15 to $25 million for everything except the overpass. This includes not only pavement, but cost of labor, utilities (including utility relocation, which is also expensive), drainage, any necessary mitigation for environmental concerns, etc. Again, this could be much less in many areas, but I'm quoting for NJ.
* Structure: Whether highway over or road over, I'd estimate $6 to $8 million for the bridge, maybe around $4 million in a rural area.

Low end, somewhere like Iowa, is likely still pushing $10 million. High end could be over $30 million in a place like Jersey City. If the structure is already in place (converting overpass to interchange), then I'd say about $3-4 million in a rural area, $25-30 million in tight urban land.
