Yes. The highway ends just past an interchange for one of the gates, and continues as surface VA-337 to Hampton Blvd. At that point, if you continue straight or turn right, you're going into a gate, but that's beyond the freeway terminus, and turning left takes you down Hampton Blvd which is an arterial not apart of the base.

The highway itself never defaults into any gate.
