Correct! This is a newly upgraded section south of Clinton that will eventually split off to a new NC-24 alignment (I believe a super-2 with future widening to 4 lane - not sure if it'll be a freeway or partial control of access, I cannot find anything on this project) to I-40. US-421 traffic would have to exit off.
