Looks like a former toll house in Morrisville, PA at the Calhoun Street Bridge across the Delaware.
Every day is a winding road, you just got to get used to it.

There's a similar house/shed on the other end of this bridge:

Also one at the Trenton Makes Bridge:

They're used for the DRJTBC maintenance crews. No idea if they had a previous use for tolls or what year they were installed.

In short, yes. Several of the free bridges were tolled until the 1920s.
