News:

The server restarts at 2 AM and 6 PM Eastern Time daily. This results in a short period of downtime, so if you get a 502 error at those times, that is why.

I would guess greater visibility if it's a more heavily-traveled intersection.

I've seen similar signs to that on I-91 in Massachusetts. It's very strange, but it's always amusing. I would expect the answer to be the same as what others have said, visibility.
