QuoteHarrisburg, PA – The sinkhole repair project planned for the weekend of Nov. 1-4 on westbound Route 30 just east of the off-ramp to Route 74 (Carlisle Street) in West Manchester Township, York County, has been rescheduled for the weekend of Nov. 8-11. The closure is expected to last the weekend, possibly longer than that.

The project was rescheduled due to concerns the closure may continue into Tuesday, Nov. 5, which is Election Day.

Weather permitting, westbound Route 30 will be closed at the sinkhole beginning at 7:00 PM Friday, November 8. The road is expected to reopen by 6:00 AM Monday, November 11, though circumstances may require a longer closure. A press release will be issued should the closure extend beyond 6:00 AM Monday. A rain date is set for the following weekend.

A detour will be in place. Travelers heading west on Route 30 should turn right onto Roosevelt Avenue and proceed north to Route 238, turn left onto Route 238 and proceed west to Route 74, then turn left on Route 74 and proceed south to Route 30.

There may be delays and congestion along the detour route. Travelers are advised to avoid the area, if possible.

This work is part of a pavement patching project that includes concrete patching, concrete paving, diamond grinding, asphalt milling, base repair, asphalt overlay, guiderail updates, ADA ramps, signs, pavement markings, and other miscellaneous construction on Route 30 from Route 74 in West Manchester Township to Interstate 83 in Manchester Township. The project also includes base repairs, milling and overlay on Roosevelt Avenue (Route 4001) from Marbrook Lane in the City of York and Manchester Township to just north of Greenbriar Road (Route 4011) in West Manchester Township.

JVI Group, Inc., of York Springs is the contractor on this $ 8,739,391 project. All work is expected to be completed by November 7, 2025.

PennDOT - District 8 News: NB I-83 Welcome Center in York County Closed Until Nov. 4 for HVAC Upgrades

QuoteHarrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today the northbound Interstate 83 Welcome Center, located approximately 2.2 miles north of the Maryland state line in York County, will remain closed until Monday, November 4, so the facility's current heating, ventilation, and air conditioning (HVAC) system can be replaced with an energy efficient system.

The Welcome Center parking area also will be closed.

This work is a Guaranteed Energy Savings Act (GESA) project, initiated by PennDOT and the Department of General Services in 2021. GESA projects upgrade heating, ventilation, air conditioning and lighting systems to improve energy efficiency in buildings and decrease growing energy costs. These upgrades significantly reduce energy usage which result in decreased utility spending.

(For PA 403)  PennDOT - District 9 News: Contractor Aiming for Nov. 18 Completion of Box Culvert Construction on Route 403 (Tire Hill Road) in Somerset County

QuoteThe Pennsylvania Department of Transportation (PennDOT) has provided an update on the Route 403 (Tire Hill Road) Restoration Project in Somerset County, with lead contractor, Plum Contracting, Inc., of Greensburg, planning to have one of the final phases of the project completed by Nov. 18.

The contractors are planning to complete the construction of a box culvert about 500 feet north of the intersection of Kring Street and Soap Hollow Road by Nov. 18.

The work requires the road to be closed at the site – meaning traffic cannot travel directly from the intersections of Route 403 and Kring Street and Soap Hollow Road on the southern end to Route 985 and Ferndale Avenue on the north end. The present posted detours will remain in place for the duration of the project, and motorists will have the same access to homes and businesses as they did during the previous closure.

The previous road closure had Route 403 (Tire Hill Road) closed near Greenhouse Park since April after heavy rains washed away a retaining wall at the site. Replacement of the retaining wall had been included in the original plan, but closure of the road had to be pushed up from the anticipated date due to the washout.

On Oct. 25, the retaining wall was completed and section of Route 403 (Tire Hill Road) near Greenhouse Park was reopened under weekday, single-lane restrictions with a flagger during daylight working hours, and with both lanes open during evening hours and on the weekends. Some work still needs completed in the area of the retaining wall, such as guide rail updates, which the contractor planes to have finished by early November.

The $14.5 million project is expected to be completed in November 2024 and is weather dependent. It includes 6.5-miles of pavement preservation, milling, resurfacing, guide rail and drainage upgrades, and new signage and pavement markings. New curbing and sidewalks will be installed, along with upgrades to traffic signals, box culvert replacements, the new retaining wall near Greenhouse Park, RC arch culvert and RC slab bridge preservations, several roadway slope stability improvements, and tree trimming and tree removal. All of the work will occur within a 13-mile stretch of Route 403 from Tire Hill to Hooversville.

A detour using Route 11, Mill Street (Route 2054), and Front Street will be in place while work is being performed.

Motorists should be alert, slow down, expect delays in travel, and drive with caution.

PennDOT - District 8 News: PennDOT Announces Online Plans Display for the Route 2024 (Weaver Road) Stream Relocation Project in Strasburg Township, Lancaster County

QuoteHarrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to view the online plans display for the Route 2024 (Weaver Road) Stream Relocation Project in Strasburg Township, Lancaster County. Current conditions include an existing watercourse which extends along the northern roadway shoulder. During rain events the stream frequently overtops its banks resulting in localized flooding and erosion The purpose of the project is to provide a sustainable travel way by reducing roadway flooding and the reduction of more frequent repairs to correct roadway erosion.

The project involves the relocation of the existing watercourse to its former pastoral alignment located a sufficient distance to the north of the existing roadway. Two existing drainage features, a 24-inch pipe and 30-inch pipe, will be replaced with a single 48-inch by 76-inch elliptical pipe to safely convey the peak stormwater flow and reduce sediment accumulation. The roadway profile will be adjusted to provide sufficient cover over the new pipe and improve surface water runoff. The roadway will additionally involve a full depth pavement removal and replacement. The road will be closed for approximately three months to all traffic while the road is being reconstructed. The proposed 2.3-mile detour uses Route 2024 to Route 2015 (May Post Office Road) to Township Road T-466 (Sawmill Road).

The project is currently in design and construction work is expected to take place in the 2026 construction season.

A digital version of the information will be available to view online from November 8, 2024, to December 8, 2024.

Information, including roadway and bridge plans and an interactive comment form, can be found by visiting the PennDOT District 8 website, www.penndot.gov/District8, clicking on Public Meetings listed under the Resources heading, and choosing the Lancaster County box then the tile marked Weaver Road Stream Relocation.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project's potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation's 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

The project documents can be made available in alternative languages or formats if requested. (For PA 462)  PennDOT - District 8 News: Short-term Closures Tomorrow on the Route 462 Columbia-Wrightsville Bridge

QuoteHarrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today there will be short-term closures tomorrow, Tuesday, November 12, at the interim repair project for the Route 462 Columbia-Wrightsville Bridge spanning the Susquehanna River between Columbia in Lancaster County and Wrightsville in York County.

Weather permitting, starting at approximately 10:00 AM Tuesday, November 12, short-term closures of up to 15 minutes will be implemented on the bridge so the contractor can perform bridge jacking on the Wrightsville side of the structure. Delays are expected during the stoppage.

The interim repair project includes repairing bridge beams and strengthening select columns on the west (Wrightsville) half of the bridge.

Vehicle, bike, and pedestrian traffic currently not restricted from using the bridge will be maintained throughout the construction period.

Long-term lane shifts will be in place. One lane of traffic will be open in each direction on the bridge for much of this project. However, there also may be short-term closures and intermittent single lane restrictions under flagging, as needed.

Boaters can avoid under-bridge work locations by following signs placed on the side of the bridge.

CriLon Corp., of Somerset, PA, is the contractor on this $910,780 project. All work is expected to be completed by the end of the year.

A 10-ton weight restriction currently is in place on the bridge. The restriction was implemented last year after a routine inspection uncovered deterioration to the primary load carrying members of the open spandrel concrete arch spans along portions of the bridge.

This restriction, which was implemented to reduce strain on the bridge and prevent further deterioration, will remain in place after the interim repairs are completed.

(For PA 711)  PennDOT - District 12 News: McCray Robb Bridge Reopens in Fayette County

QuoteUniontown, PA—Pennsylvania Department of Transportation (PennDOT) District 12 today announced the reopening of the McCray Robb Bridge, which carries Route 711 (Crawford Avenue) over the Youghiogheny River between First Street and Arch Street in the City of Connellsville, Fayette County.

The bridge, which separates the east and west sides of Connellsville, is a critical component of the community. It originally closed on January 9 to allow the $11.7M infrastructure rehabilitation investment to proceed. Crews replaced the superstructure, widened the roadway, and added a shared-use path, allowing for safe pedestrian and bicycle access. These improvements extend the structure's life, improve safety, and benefit residents' needs.

District Executive Rachel Duda spoke at a ribbon-cutting ceremony hosted by the city this afternoon on Veterans Day. The ceremony was a fitting tribute to the bridge's namesake, McCray Robb, who was not only a courageous Civil War veteran but also a dedicated police officer in Connellsville.

"I extend my heartfelt thanks to all veterans, in addition to honoring the PennDOT civil servants, who brought this new bridge to life," said Duda. Assistant District Executive for Design Jeremy Hughes, Project Manager Gary Ferrari, Assistant District Executive for Construction William Beaumariage, Assistant Construction Engineer Dominic Caruso, and Inspector in Charge Ryan Willby lead the project.

"These committed employees work hard, every day, to improve our lives and our communities in southwestern Pennsylvania with safe and sound transportation infrastructure," said Duda, "I must also thank the City of Connellsville, which was a key collaborator and supportive partner throughout the entire process."

"What made this process so remarkable was how every step kept resources circulating within the community, thanks to the consultants, contractors, and skilled crafts- and tradesmen and women on the job," acknowledged Beaumariage. "From design to raw materials to construction, each dollar invested went back into the local economy, supporting families and businesses in Connellsville."

The lead design firm on the project was Alfred Benesch and Company of Pottsville, the prime contractor was Mosites Construction and Development Company of Pittsburgh, and the prime consultant inspector was CDR Maguire of Warrendale.

For additional information, please see the Crawford Avenue Bridge Rehabilitation page on District 12's website, under the Design and Construction Projects section, Fayette County tile.

(For PA 403) PennDOT - District 9 News: State Route 403 (Tire Hill Road), Somerset County, to Reopen by End of Day Tomorrow (Nov. 8) with Work Continuing

QuoteThe Pennsylvania Department of Transportation (PennDOT) is informing motorists that all closures of State Route 403 (Tire Hill Road) Somerset County, will be lifted at approximately 6 PM tomorrow (Friday, Nov. 8), but work will continue on the route.

While motorist will be able to travel with minor delays the length of Route 403 (Tire Hill Road) from its intersection of Route 985 and Ferndale Avenue to its intersection of Kring Street and Soap Hollow Road, PennDOT officials stress that work continues on the project.

Contractors will be controlling traffic using single lane closures with flaggers. PennDOT stresses extra caution in all work zones. Motorists should drive slowly, eliminate all distractions, and stay alert for construction vehicles and personnel.
Route 403 had been closed near Greenhouse Park since April after PennDOT crews in the area observed damage due to heavy rain and high water in addition to the existing minor settlement and cracking of the roadway. PennDOT - District 9 News: Shapiro Administration Celebrates 137 Miles Paved, 69 Bridges Repaired or Replaced in Laurel Highlands Region in 2024

Quote Pennsylvania Department of Transportation (PennDOT) representatives, including PennDOT District 9 District Executive Vince Greenland, District 9 Assistant District Executive for Construction Brad Brumbaugh, and and District 9 Assistant District Executive for Maintenance Dave Kammerer today discussed statewide transportation progress and highlighted this year's active and completed construction projects in Bedford, Blair, Cambria, Fulton, Huntingdon, and Somerset counties. Work in 2024 included paving approximately 137 miles of roadway, seal coating 375 miles, and repairing or replacing 69 bridges.

"The Shapiro Administration has been investing in our communities, responding to emergencies, and supporting safe travel for people and goods across Pennsylvania," PennDOT Secretary Michael Carroll said. "The PennDOT team and our industry partners have made significant progress this year."

Statewide from January through October, 5,385 roadway miles were improved, including 1,941 miles of paving. In the same timeframe, work advanced on 401 state and locally owned bridges. (For PA 72)  PennDOT - District 8 News: Opening Delayed for Route 72 (Ebenezer Road) Bridge in Union and Swatara Townships, Lebanon County

QuoteHarrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that the opening of the Route 72 (Ebenezer Road) bridge spanning Swatara Creek between Jonestown Road in Union Township and New Bunker Hill Road in Swatara Township, Lebanon County, will be delayed.

The bridge, which was closed in April for replacement, will not open on November 20, as previously expected. The bridge now is expected to reopen by the end of December, possibly sooner, depending on weather conditions.

The delay is due to longer than expected utility relocations and a bald eagle nesting restriction that prevented work from being performed at the bridge.

An updated press release will be issued when the bridge opens to traffic.

Susquehanna Valley Construction Corporation of New Cumberland, PA, is the contractor on this $4,961,250 project.

This project consists of replacing the existing structure, minor roadway reconstruction, guiderail improvements, and drainage improvements.

PennDOT - District 1 News: Shapiro Administration Highlights Nearly 66 Miles Paved, 25 Bridges Replaced, Rehabilitated or Preserved in Northwest PA in 2024

QuoteThe Pennsylvania Department of Transportation (PennDOT) today marked the completion of the 2024 construction and summer maintenance season and the 95 projects that had active work take place in District 1, which includes Crawford, Erie, Forest, Mercer, Venango, and Warren counties. Work in 2024 included paving nearly 66 miles of roadway, seal coating more than 400 miles, and replacing or repairing 25 bridges.

"The 2024 construction season included a variety of projects that together demonstrate PennDOT's commitment to an overall transportation system that focuses on safety and accessibility for all users," said PennDOT District 1 Executive Brian McNulty. "This includes the Route 318 emergency bridge replacement in Mercer County, preservation of the Niemeyer Road covered bridge in Erie County, projects along Route 6 in Crawford and Warren counties, landslide repairs in Forest County, and paving on Route 322 in Mercer and Venango counties."

Statewide from January through October, 5,385 roadway miles were improved, including 1,941 miles of paving. In the same timeframe, work advanced on 401 state and locally owned bridges. Additionally, 356 construction contracts for highway, bridge, and other improvement projects were completed statewide through PennDOT's private-sector partners so far this year.

Since taking office, Governor Josh Shapiro has secured over $300 million in new infrastructure funding to maintain Pennsylvania's roads and bridges – reducing the Pennsylvania State Police's reliance on the Motor License Fund, delivering more funding for transportation while ensuring our law enforcement officers are sustainably funded.

As of November 7, District 1 has awarded 61 contracts for an estimated investment of more than $150 million, including 21 roadway projects, 21 contracts to replace or repair state-owned bridges, 9 safety projects, and 10 projects for work on locally owned roadways, bridges, and trails. Physical work on some contracts awarded in 2024 will begin in 2025.

"Over the past few years, the staff at PennDOT's northwest region has expanded our scope to look for ways to better leverage grants and other funding opportunities to improve pedestrian and multimodal amenities whether as independent projects or as part of a larger contract," McNulty said. "This can be accomplished only through collaboration with local governments and our planning partners."

In 2024, these types of projects included the following:

Erie Loop Bikeway – Creation of a bike lane on Greengarden Boulevard from 12th Street to 38th Street in the City of Erie. This project is funded through the Surface Transportation Program. The contract cost is $372,222.
Downtown Erie Active Transportation Project – Installation of signs to help pedestrians and cyclist navigate paths throughout the City of Erie. It includes 11 miles along the Bayfront Connector and 16 miles within the city's urban core. The project is funded through a federal Transportation Alternatives Set-Aside (TASA) grant. The contract cost is $429,941.
Union City Pedestrian Improvements – Sidewalk upgrades and installations on Bridge Street, Willow Street and Concord Street. The project is funded through a TASA grant. The contract cost is $449,742.
Kelly Road Bike Path – Improvements to the bicycle and pedestrian route on both sides of the new Kelly Road Bridge in the City of Hermitage and Sharpsville Borough. These are funded in part by the federal Surface Transportation Urban program. The combined contract cost is approximately $1 million.
Springfield Trail – The second phase of the Springfield Township Multimodal Trail Project along Route 208. The project is funded through a TASA grant. The contract cost is $613,333.
Unique funding for multimodal improvements is also included as part of the Route 18-Route 58 Improvement Project near Thiel College in Greenville, the Central Bayfront Parkway Improvement Project in the City of Erie and the Route 6 Reconstruction in Crawford County.

"We already have multimodal projects in the hopper for next year, including the Edinboro pedestrian path and bridge along Route 6, and the sidewalk improvements on East State Street in Sharon," McNulty said. "Local municipal officials should take note, there are funding options available, whether grants or other methods, that may be able to help you complete your multimodal projects, but you need to take that step to apply."

Before the end of the year, District 1 expects to open bids for an additional five contracts worth approximately $9.5 million, including the Edinboro and Sharon projects.

Of the 95 projects with active work this year, 40 were contracts started or awarded prior to 2024.

There were 13 active projects in Crawford County, including:

Route 6 Reconstruction – Rebuilding more than 5 miles of roadway from Mead Avenue to Baldwin Street Extension in the City of Meadville and West Mead Township. The project will reduce the number of lanes from four to two, update the intersections with State Road, Baldwin Street Extension and Park Road, as well as create a multi-use trail. Major work is expected to be completed in 2025. The contract cost is $16.6 million.

PennDOT - District 1 News: Niemeyer Road Covered Bridge in Waterford Township, Erie County Reopened to Traffic

QuoteThe historic red covered bridge that carries Niemeyer Road over LeBoeuf Creek in Waterford Township, Erie County has reopened to traffic.

The bridge is located on Niemeyer Road between the intersection with East Street and the intersection with Union Road. It is adjacent to the Smith Tract of the French Creek Valley Conservancy.

The bridge is owned and maintained by Waterford Township.

The 85-foot single-lane covered bridge was built in 1875 by brothers Charles and James Phelps with a Town lattice wooden truss design. The trusses are comprised of crisscrossed diagonals, leading to the name lattice truss.

It is one of only 19 such bridges left in Pennsylvania, and likely the only one in the northwest region. Pennsylvania is home to more than 200 covered bridges, most of which are in the southeast portion of the state.

The bridge, which is also known as Brotherton's Bridge and the Old Kissing Bridge, was listed on the National Register of Historic Places in 1980.

It was closed to traffic in May 2011, due to safety concerns.

In summer 2023, the contract to repair the bridge was awarded to Chivers Construction Company of Fairview. The contract cost is $3,473,690, which is being funded with a combination of state and federal money. The project is funded in part by the Bipartisan Infrastructure Law (BIL).

Construction started in fall 2023 with dismantling the top portion of the wooden bridge for refurbishment offsite. Pieces were evaluated for reuse and repaired or replaced when necessary.

In 2024, work included the construction of new concrete walls, bridge beams and wooden decking to support the historic structure. The lattice wall and overhead trusses were reassembled using wooden dowel pins to match the original design. The wooden roof was covered with a second metal roof to increase the longevity of the refurbished structure.

The project also included paving the roadway and pull-off location areas on each side of the bridge, as well as updates to the guiderail and pavement markings.

The bridge officially reopened on November 7, 2024.

Additional information on the Niemeyer Road Bridge Project, including a slide show of pictures from throughout the project, will available online at the PennDOT District 1 website, www.penndot.pa.gov/District1.

(For PA 837) PennDOT - District 11 News: PennDOT Recognizes Upcoming Route 837 Glenwood Pedestrian Bridge Opening in Pittsburgh

QuotePittsburgh, PA – Pennsylvania Department of Transportation (PennDOT) officials and Senator Jay Costa gathered today for a ribbon cutting ceremony to recognize the opening of the Glenwood Pedestrian Bridge (Route 837) in the City of Pittsburgh and West Homestead Borough, Allegheny County.

Today's ceremony was held in anticipation of the newly constructed bridge's opening. The pedestrian bridge will provide ADA compliant pedestrian access in conjunction with the Glenwood Bridge, between the Hazelwood and Hays neighborhoods in the City of Pittsburgh and West Homestead Borough.

"As a district, we are excited to recognize this major investment in multimodal connectivity in southwestern Pennsylvania," said PennDOT District 11 Executive Jason Zang. "Although most people think of PennDOT as an organization that creates roadways and bridges for car and truck traffic, this is a great reminder of how dedicated the department is to all modes of transportation, including pedestrian safety."

Zang introduced the event with opening remarks regarding the project and the teamwork which occurred to make the project a success. Senator of the 43rd District, Jay Costa also discussed the joint effort and importance of the project for local residents.

"Today's ribbon cutting is incredible cause for celebration. The Glenwood Pedestrian Bridge Project will meaningfully improve the lives of the folks who call this area home, connecting crucial neighborhoods and ensuring our walkers, mobility-aide users, and more can get where they're going safely," said Senator Costa. "I look forward to seeing this bridge get lots of use for years to come."

The discussion was followed by PennDOT and local leaders cutting a ribbon in front of the bridge.

"Impactful projects, such as this one absolutely could not happen without great teamwork," said Zang. "The department sincerely thanks all of our partners for their great efforts, as well as the community for their involvement and patience as we built this structure with them and their commute in mind."

Although unable to attend the event, Congresswoman Summer Lee, City of Pittsburgh Mayor Ed Gainey, and Allegheny County Executive Sara Innamorato expressed their support of the project and teamwork as well.

"Thank you to PennDOT District 11 and all those who played a part in bringing the Route 837 Glenwood Pedestrian Bridge to life. This project is proof of what we can achieve when we prioritize the safety, mobility, and accessibility of our communities. By creating safe and reliable pathways for pedestrians and cyclists, we're opening doors to opportunity, promoting healthier lifestyles, and supporting a sustainable future," said Congresswoman Lee. "Every investment like this one is a step toward a more equitable Western PA, where everyone—regardless of their means or mode of travel—can get where they need to go safely and with dignity."

"Residents who walk will now have a safe and reliable way to move around with the opening of the ADA friendly Glenwood Pedestrian Bridge," said Mayor Gainey. "I would like to thank PennDOT for their hard work in providing this connective access between Hazelwood, Hays and West Homestead neighborhoods."

"This new pedestrian bridge is a critical step toward safer, more accessible routes for everyone in our community," said County Executive Innamorato. "Thanks to PennDOT and local partners, we're making Allegheny County more walkable and connected for all."

The nearly completed $7 million project began in 2023, with work including pedestrian bridge beam erection, concrete deck placement, and railing, fencing, and lighting installation. Additionally, full depth reconstruction of a portion of Baldwin Road, sidewalk improvements, and ADA ramp installation occurred or were part of the project. As the contractor, Gulisek Construction opened the bridge following the event, the overall project is expected to conclude by early December.

This work is park of the Glenwood Interchange project. Previous phases aimed to rehabilitate the structure that carries Mifflin Road over Streets Run Road and replace the bridge deck on Route 885.

PennDOT - District 6 News: Shapiro Administration Recaps 2024 Southeast Pennsylvania Construction Season, Celebrates Completion of U.S. 1 (Roosevelt Expressway) Viaduct Project

QuotePhiladelphia, PA – The Pennsylvania Department of Transportation (PennDOT) Engineering District 6 team is wrapping up the 2024 construction season that will include 47 new contracts worth an estimated $786 million to improve travel and safety on state highways and bridges across Bucks, Chester, Delaware, Montgomery, and Philadelphia counties.

PennDOT District 6 Executive Din Abazi highlighted some of the region's milestones during a ribbon cutting event in Philadelphia today to mark the completion of the $107.2 million U.S. 1 (Roosevelt Expressway) Wayne Junction Viaduct Project.

"We are thrilled to deliver on this investment to improve and extend the service life of our most critical structures," said Abazi. "PennDOT is committed to investing in rebuilding and updating our existing network to provide safe and efficient transportation for all modes of travel."

In the southeast region, from January through September, 15 bridges were repaired, replaced, or preserved by PennDOT or industry forces, 134 miles of roadway were improved by department or partner crews, and 32 construction contracts for highway, bridge, and other improvement projects were completed through PennDOT's private-sector partners.

There are 118 construction projects with an estimated contract value of $3 billion anticipated to be active in 2024 across the five-county Philadelphia region.

Route 420 Bridge Replacements, Prospect Park Borough and Tinicum Township, Delaware County. ($35.8 million).
