QuotePhiladelphia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that various construction activities including milling, paving and bridge repair will continue at night this weekend and next week on Interstate 76 (Schuylkill Expressway) in Philadelphia under a $36.8 million project to resurface and repair nearly five miles of the interstate, the associated on-and-off ramps, and more than 20 bridges.

Motorists are advised of the following travel restrictions:

Saturday, September 7, and Sunday, September 8, from 9:00 PM to 5:00 AM the following morning, a lane closure will be in place on sections of eastbound and westbound I-76 (Schuylkill Expressway) between the U.S. 1 and I-676 (Vine Street Expressway) interchanges for high-friction surface treatment.
Saturday, September 7, through Friday, September 13, from 9:00 PM to 5:00 AM the following morning, the ramp from westbound I-76 (Schuylkill Expressway) to Girard Avenue will be closed and detoured for milling and bridge repair. Motorists will be directed to continue on westbound I-76 (Schuylkill Expressway), exit at Montgomery Drive and use the ramp to eastbound I-76 (Schuylkill Expressway) to access Girard Avenue.
Thursday, September 12, and Friday, September 13, from 9:00 PM to 5:00 AM the following morning, the ramp from Spring Garden Street to westbound I-76 (Schuylkill Expressway) will be closed and detoured for milling. Motorists will be directed to follow the posted detour route to access westbound I-76 (Schuylkill Expressway).
Thursday, September 12, and Friday, September 13, from 9:00 PM to 5:00 AM the following morning, the ramp from Girard Avenue to westbound I-76 (Schuylkill Expressway) will be closed and detoured for milling and paving. Motorists will be directed to use Belmont Avenue and Montgomery Drive to access westbound I-76 (Schuylkill Expressway).
Monday, September 9, through Friday, September 13, from 9:00 PM to 5:00 AM the following morning, a lane closure will be in place on sections of eastbound and westbound I-76 (Schuylkill Expressway) between the U.S. 1 and 30th Street Station interchanges for milling, paving and guiderail installation.
Motorists are advised to allow extra time when traveling through or near the work areas because backups and delays will occur. All scheduled activities are weather dependent.

Under this contract, PennDOT's contractor will mill and overlay I-76 (Schuylkill Expressway) pavement from U.S. 1 to I-676 (Vine Street Expressway); perform concrete base, shoulder and barrier repair and replacement as needed; construct minor grade adjustments for existing inlets at select locations; replace damaged signs; install new pavement markings, delineators, and rumble strips; and perform bridge repairs.

(Related to I-95 and PA 73)  PennDOT - District 6 News: Wissinoming Street Reopened Between Cottman and Princeton Avenues in Northeast Philadelphia

QuotePhiladelphia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that Wissinoming Street has reopened between Cottman Avenue and Princeton Avenue in Northeast Philadelphia.

Wissinoming Street was closed in 2009 for construction of PennDOT's Interstate 95 Sections CP2 and CP3 projects for relocation and installation of water and sewer mains, reconstruction and widening of I-95 between Bleigh Avenue and Levick Street, construction of a new southbound I-95 on-ramp at Cottman Avenue, and eventual reconstruction and improvement of the street.

Additional improvements to Wissinoming Street include installation of additional on-street parking and creation of open green space for public use.

Drivers can enter Wissinoming Street from Cottman Avenue, Wellington Street, Friendship Street, and Princeton Avenue. Wissinoming Street is now one-way between Wellington Street and Friendship Street.

The reopening of Wissinoming Street marks the completion of PennDOT's I-95/CPR projects that reconstructed and improved 1.4 miles of I-95, its structures, and surface streets between the Cottman Avenue and Bridge Street interchanges.

So tomorrow night's presidential debate will mean that I-676 EB/US 30 EB will be briefly closed and 6th St will be closed partially into Wednesday.

The debate will start at 9:00 PM at the National Constitution Center (NCC) at 6th and Arch Streets in Philadelphia.

Beginning Tuesday, September 10, motorists are advised of the following travel restrictions coordinated with local, state, federal enforcement, and other officials:

Beginning at midnight:

6th Street will be closed between Callowhill Street and Market Street. During the closure, motorists traveling the eastbound I-676 off ramp to 6th Street will only have access to the Benjamin Franklin Bridge. The eastbound I-676 off ramp to 6th Street will reopen. However, motorists will only have access to the Benjamin Franklin Bridge, as 6th Street between Callowhill Street and Market Street will remain closed. Motorists traveling in both directions on I-95 will be directed to use the Betsy Ross Bridge or the Walt Whitman Bridge.
 
Once the event ends and the security perimeter is fully deconstructed, 6th Street will reopen. Philadelphia city streets will also gradually reopen. Motorists can find more information about the city street closures on the City of Philadelphia's website.

Motorists are advised to allow extra time when traveling near the road restrictions because backups and delays will occur.

PennDOT - District 6 News: Bridge Deck Repair to Close Section of I-76 East (Schuylkill Expressway) in Grays Ferry for Four Weekends Beginning September 21

QuotePhiladelphia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that bridge deck repair on two structures in the Grays Ferry neighborhood in Philadelphia will close a section of eastbound Interstate 76 (Schuylkill Expressway) over four weekends beginning Saturday, September 21.

The weekend closures will allow PennDOT's contractors to repair sections of deteriorated concrete deck and resurface the structure that carries I-76 East (Schuylkill Expressway) over the Schuylkill River and CSX rail tracks, and the adjacent land structure that carries I-76 East over Grays Ferry Avenue, Wharton Street and Reed Street.

During the four weekend closures, PennDOT's contractor will perform milling operations to remove all existing latex modified concrete from the bridge decks. Crews will then perform sounding operations to locate and repair deteriorated sections of concrete with a rapid set epoxy based concrete patching material. Once repairs are completed, a highly bonding tack coat will be applied to the roadway prior to paving.  Final paving will consist of a dense graded bituminous material that will reduce surface cracking, rutting, and reduce infiltration of water and road salts, providing a water proofing sealer for the bridge decks.

The first weekend closure will occur from 9:00 PM Saturday, September 21, to 4:00 AM Monday, September 23, on eastbound I-76 (Schuylkill Expressway) from just after the ramp to Grays Ferry Avenue/University Avenue (Exit 346B) to just before the 34th Street on-ramp. All ramps to-and-from I-76 East (Schuylkill Expressway) will remain open to traffic during the closure.

Weather permitting, the same section of I-76 East (Schuylkill Expressway) will be closed and detoured over the following three additional weekends:

9:00 PM Friday, September 27, to 4:00 AM Monday, September 30.
9:00 PM Friday, October 4, to 4:00 AM Monday, October 7.
9:00 PM Friday, October 11, to 6:00 AM Sunday, October 13.
During the closure of I-76 East (Schuylkill Expressway), the regional detour route will utilize I-676 East (Vine Street Expressway) to I-95 South; or I-476 South to I-95 North.

Local traffic will be directed to exit at Grays Ferry Avenue/University Avenue (Exit 346B) and use the University Avenue Bridge/34th Street to access the ramp to I-76 East (Schuylkill Expressway).

Electronic message boards on I-76 and other regional transportation arteries will be utilized to alert motorists about the weekend closures and provide specific alternate routes.

The weekend closures are being coordinated with the City of Philadelphia, the Sports Complex, SEPTA, and other stakeholders and transportation agencies across the region.

Motorists are advised to avoid the closure areas because significant backups will occur on I-76 East (Schuylkill Expressway) approaching the work area, and on surface streets in the vicinity of the work area and detour routes.

After the fire and collapse of the bridge carrying I-95 over Cottman Avenue in northeast Philadelphia in the early morning hours of June 11, 2023, the PennDOT District 6 team sprang into action. Immediately following the collapse, Governor Shapiro issued a Declaration of Disaster Emergency, which allowed the team to mobilize contractors quickly to demolish the collapsed bridge and procure materials to build a temporary roadway, including locally made recycled foam glass aggregate.

Thanks to the coordination between PennDOT, the Pennsylvania State Police, the Pennsylvania Emergency Management Agency, the Biden Administration, the U.S. Department of Transportation, the City of Philadelphia, and the around-the-clock work of the Philadelphia Building Trades and contractors, crews demolished the damaged roadway and built the temporary roadway and reopened I-95 to traffic 12 days after the fire and collapse - well ahead of experts' original predictions. On May 23, 2024, less than a year later, the permanent reconstruction of the bridge was completed.

"Reopening I-95 in record time was the direct result of incredible collaboration and is a testament to what is possible when everyone is committed to taking action and finding solutions," said PennDOT Secretary Mike Carroll. "I'm incredibly proud that PennDOT and the project team have been recognized with this award, and we hope that Pennsylvanians will vote for this worthy project."

The Top 12 finalists – whittled down from 106 nominees from 39 state DOTs via four regional contests – now compete for the Grand Prize and the People's Choice Award.

Sponsored by the American Association of State Highway and Transportation Officials, AAA, and the U.S. Chamber of Commerce, the competition evaluates projects in three categories: Quality of Life/Community Development; Best Use of Technology & Innovation; and Operations Excellence. The projects are also divided into three sizes: small (projects costing up to $25 million); medium (projects that cost between $26 million to $200 million); and large (projects costing more than $200 million).

The Grand Prize will be decided by an independent panel of transportation experts, while the People's Choice Award will be determined by online voting, weighted by state population. Winners will be announced at the AASHTO Annual Meeting in Philadelphia in October. Online voting is underway at americastransportationawards.org and continues through 11:59 p.m. ET on Tuesday, Oct. 29. Individuals can cast no more than one vote per day per project.

From 9:00 PM Friday, September 27, to 4:00 AM Monday, September 30, eastbound I-76 (Schuylkill Expressway) will be closed from just after the ramp to Grays Ferry Avenue/University Avenue (Exit 346B) to just before the 34th Street on-ramp.
During the closure of I-76 East (Schuylkill Expressway), the regional detour route will use I-676 East (Vine Street Expressway) to I-95 South; or I-476 South to I-95 North.

Local traffic will be directed to exit at Grays Ferry Avenue/University Avenue (Exit 346B) and use the University Avenue Bridge/34th Street to access the ramp to I-76 East (Schuylkill Expressway). All ramps to-and-from I-76 East (Schuylkill Expressway) will remain open to traffic during the weekend closure.

Electronic message boards on I-76 and other regional transportation arteries will be utilized to alert motorists about the closure and provide specific alternate routes.  This weekend closure is being coordinated with the City of Philadelphia, the Sports Complex, SEPTA, and other stakeholders and transportation agencies across the region.

Weather permitting, the same section of I-76 East (Schuylkill Expressway) will be closed and detoured over two additional weekends.

9:00 PM Friday, October 11, to 6:00 AM Sunday, October 13.
The weekend closures will allow PennDOT's contractors to repair sections of deteriorated concrete deck and resurface the structure that carries I-76 East (Schuylkill Expressway) over the Schuylkill River and CSX rail tracks, and the adjacent land structure that carries I-76 East over Grays Ferry Avenue, Wharton Street and Reed Street.

Motorists are advised to avoid the closure areas if possible, during these weekends because significant backups will occur on I-76 East (Schuylkill Expressway) approaching the work area, and on surface streets in the vicinity of the work area and detour routes.

PennDOT - District 6 News: PennDOT to Host Virtual Public Meeting for I-76 (Schuylkill Expressway) Flex Lane Project in Lower Merion Township, Philadelphia

QuotePhiladelphia, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to attend a live virtual public meeting on Thursday, October 10, for the upcoming project to construct a third flexible travel or flex lane along westbound Interstate 76 (Schuylkill Expressway) from U.S. 1 South (City Avenue) to west of Belmont Avenue in Lower Merion Township, Montgomery County and the City of Philadelphia, Philadelphia County.

The purpose of this project is to reduce congestion, decrease congestion related crashes and increase travel time reliability along the corridor. A flex lane will provide temporary capacity enhancements during peak demand and allow for dynamic lane management during emergency operations, weather events, and maintenance activities. The new third lane will serve as a shoulder during non-peak traffic hours.

As part of PennDOT's public outreach program, the department encourages the public to attend the live virtual public meeting on Thursday, October 10, beginning at 6:30 PM, by clicking on this Microsoft Live Teams meeting link prior to the presentation start time.  The department's design team will deliver a project presentation before opening the meeting to questions using the platform's Q&A feature.

The closure is part of PennDOT's $270 million I-95/BS2 project that will reconstruct I-95 in both directions from Margaret Street to Carver Street. This project is expected to be completed in 2027.

Motorists are advised of the following travel restriction:

From 9:00 PM Friday, October 11, to 7:00 AM Sunday, October 13, eastbound I-76 (Schuylkill Expressway) will be closed from just after the ramp to Grays Ferry Avenue/University Avenue (Exit 346B) to just before the 34th Street on-ramp.
During the closure of I-76 East (Schuylkill Expressway), the regional detour route will use I-676 East (Vine Street Expressway) to I-95 South; or I-476 South to I-95 North.

Local traffic will be directed to exit at Grays Ferry Avenue/University Avenue (Exit 346B) and use the University Avenue Bridge/34th Street to access the ramp to I-76 East (Schuylkill Expressway). All ramps to-and-from I-76 East (Schuylkill Expressway) will remain open to traffic during the weekend closure.

Electronic message boards on I-76 and other regional transportation arteries will be utilized to alert motorists about the closure and provide specific alternate routes.  This weekend closure is being coordinated with the City of Philadelphia, the Sports Complex, SEPTA, and other stakeholders and transportation agencies across the region.

The weekend closure will allow PennDOT's contractors to repair sections of deteriorated concrete deck and resurface the structure that carries I-76 East (Schuylkill Expressway) over the Schuylkill River and CSX rail tracks, and the adjacent land structure that carries I-76 East over Grays Ferry Avenue, Wharton Street and Reed Street.

Motorists are advised to avoid the closure area if possible during the weekend closure because significant backups will occur on I-76 East (Schuylkill Expressway) approaching the work area, and on surface streets in the vicinity of the work area and detour routes.

Tuesday, October 15, and Wednesday, October 16, from 9:00 PM to 5:00 AM the following morning, the ramp from westbound I-76 (Schuylkill Expressway) to Girard Avenue will be closed and detoured for paving. Motorists will be directed to continue on westbound I-76 (Schuylkill Expressway), exit at Montgomery Drive and use the ramp to eastbound I-76 to access Girard Avenue.
Tuesday, October 15, and Wednesday, October 16, from 9:00 PM to 5:00 AM the following morning, the ramp from Spring Garden Street to westbound I-76 (Schuylkill Expressway) will be closed and detoured for milling. Motorists will be directed to follow the posted detour route to access westbound I-76 (Schuylkill Expressway).
Drivers are also reminded that bridge deck repair will close I-76 East (Schuylkill Expressway) this weekend in the Grays Ferry section of Philadelphia for bridge deck repair.
