I think the play off of mine needed to match either a distance to Vík or an 11, not a generic "distance to somewhere".

Or match the previous message, which was "X kilometers to destination."

Quote2. A sign matches the previous one if at least one is true: a. the number matches, b. everything else matches regarding content. (The dimensions can be different, and for signs other than route shields, the wording can be slightly different if the message is the same except for the number.)

The play is invalid. Wording being slightly different is for things like "exit 1 mile" vs. "1 mile" with the word "exit" implied, or signs that would be identical if not for it being in Canada and therefore not being an MUTCD sign. Vík and Woodstock are nothing alike.
