I want to say it cost about $1,200 to fill the pool back up over the course of several days with the hose.  You'd really would need not notice a leak for a long time to crack five digits.  More than likely a code inspector (especially in Scottsdale) would let you know.

From what I have read, SNWA prefers to just let you run up a bill, and then if you provide proof it's a leak (by submitting a repair bill), they forgive the bill. The water cops focus on things like sprinkler heads aimed stupidly so they run off on pavement and people washing cars in the driveway and things like that.

Wow! I have a 23,000 gallon pool. It costs about $225 to fill it up if emptied.

Regaeding my yard: if it dries up, I let it go dormant. I'm not paying to water my lawn. Which means I don't have to water it as often either. It'll come back next year just fine.

I kind of like the idea of disincentive use through price.  Nobody is going to stop you from wasting water, but you're going to pay for it.  For a normal person like me I wasn't going to pay outlandish prices to have a couple square feet of front yard grass. 

But yeah, even auto leveling that pool wasn't cheap.  I largely off set the cost by learning how to maintain it myself.

They have several dozen grilles for tenant usage. I'd say yes they are encouraged for use
