"Impossible" highway improvement projects

For Cleveland, SR-176/Jennings Freeway between the I-71/90/490 interchange to the Harvard/Denison exit.

This was the original 1960's "stub" freeway connecting I-71 with the Harvard/Denison and Jennings Road exits.

When they finally finished the freeway in the late 90s, the new section of SR-176 was 3 lanes in each direction all the way to I-480. From Harvard/Denison to I-71, it remains 2 lanes per direction due to Riverside Cemetery to the west and the former J&L steel factory, now Steelyard Commons to the east.  This usually creates daily morning backups due to the bottleneck.

Another that comes to mind is the widening of I-94 in Milwaukee between the Marquette and 70th St because of 2 cemeteries on each side of the highway.

That one was approved by the Feds a year or so ago and, IIRC,  WisDOT will be starting work on it this year.

I think I can safely submit the completion of I-275 in Michigan. There's zero chance it ever gets completed to I-75 north of Pontiac along the M 5 corridor, and anything further west would have massive environmental concerns while not providing much benefit over I-96/US 23.
