It is. GSV has many images of the zipper machine at the 3 DRPA bridges which uses the zipper barrier, which would be parked at either end of its zone. It sits out in the open, not in a garage.

If one looks at the latest GSV for I-76 in NJ, they would see two zipper barrier movers which were used for a construction project, in which the barrier would need to be shifted two lanes to accommodate weekday rush hour traffic. https://maps.app.goo.gl/oogxTdFtN6ya7Sev7?g_st=ac

Here's a couple random zipper shots in the San Diego area on the I-15 express lanes. Notice the special warning that appears on the VMS when they are in operation.

It looks like it could easily be abused as a free entrance to the Ben Franklin Bridge.
Looks like that extra lane is intended for access to Fulton Pl, and they should extend the line of cones (or put up a Jersey barrier) to restrict it to that purpose. I mean, who (except for the GSV car) would go through the tollbooths to get to Fulton Pl?

I don't think that section of Fulton Pl was meant for general traffic, probably limited to police and DRPA official vehicles, and emergencies.  They probably gave GSV special permission to utilize it so that it can be recorded for the cameras.

The Baltimore Harbor Tunnel (and the FSK bridge, before its collapse) did have exits that were on the same side of the  water, but still imposed a toll.  So why exit off Childs street and pay the toll, unless somebody else was paying, of course.

There was some EZ-Pass service center near there (Harbor Tunnel) that gave customers a free pass through the tunnel, becuase you couldn't realistically access the service center without going through the toll booths.
