Does your county supply emergency road side call boxes?

San Benito County supplies call boxes along all of Panoche Road (County Route J1 and otherwise).  I suspect the reason is due to the remote terrain and lack of cellular coverage.

Likewise I've seen callboxes on several local roads in Contra Costa County.  Richmond Parkway and Marsh Creek Road (pictured) come to mind.

I'm sure there are several other California county examples out there, those were the two that just sprang to mind.

The only place I knew of in my area was this bridge on NY 104 which had call boxes at both ends. From what I can tell from Google Streetview they were removed sometime in 2022.

Larimer County, Colorado provides roughly 50 emergency call boxes scattered throughout the county.  They are in remote areas along dirt county and forest service roads, as well as some along CO-14 and US-287.  Some of the remote volunteer fire stations have WiFi calling or call boxes.

Larimer County also provides Jackson County (to the West) with eight call boxes, with one at the summit of CO-125 Willow Creek Pass.

Doubtful people are going to know which entity installed call boxes...

Which to me seemed obvious given the examples I gave in the original post aren't from State Highways.

Roadgeeks are very good about tracking which shields are on what highways.  What entity has maintenance jurisdiction or even just ownership of infrastructure?  Not so much.

Ask about light poles sometime, where in NY, NYSDOT installs them, but then they fall on local jurisdictions to maintain.  Just had a case in NY where a county wanted to remove lights to save costs and NY said "heck no."

Gets complicated very quickly.

Los Angeles County has some on Mulholland Highway and Kanan Rd.  I think there used to be some on Las Virginies/Malibu Cyn.  I wouldn't be surprised if there are some on other canyon roads where cell service can be spotty.
