They left the loop ramp from NB San Mateo to WB I-40. The loop ramp from I-40 EB to San Mateo NB was removed about 10 years ago when that interchange was reconstructed.

The I-40/San Mateo interchange was actually reconstructed in late 2009, and that was part of the project where I-40 was widened from three to four lanes in each direction between Carlisle and Louisiana.  So it was more than fifteen years ago.  Westbound 40 was widened to five lanes from San Mateo to the Big-I, which is why they kept the loop entrance from NB San Mateo.
