Such an odd spot for a freeway considering that 1604 is 3 miles south of this proposed route and already has the ROW. They reference Wurzbach Parkway which also runs between 410 and 1604 on the north side but that's a much denser populated area vs the Southside:

This project was previously mentioned here: https://www.aaroads.com/forum/index.php?topic=10567.msg2990631#msg2990631. I still think it might be better to widen Loop 1604 to four lanes between Interstates 35 and 37 and upgrade 1604 to freeway standards as well.

According to the article, this project has substantial support from the City of San Antonio and Bexar County.

The preliminary study will cost $12.5 million, which is enough money to indicate the project advocates are serious.

The Alamo Regional Mobility Authority (RMA) appears to be handling the engineering details of the project. RMAs in other cities are usually toll road authorities, but San Antonio does not have any toll roads and I'm not aware if Alamo RMA is planning any. San Antonio is very anti-toll. If they want TxDOT to pay for this, they better be willing to wait a very long time. Recently deceased TxDOT commission chairman Bruce Bugg was from San Antonio, but with the end of his tenure San Antonio no longer has an advocate on the commission.

The article says this is planned to be a full freeway with frontage roads. The Wurzbach Parkway does not have frontage roads and also has some points with low design standards, like here.

As the article says, nothing is going to happen anytime soon. And the project may not proceed. But now is the time to get started, before the area is more heavily developed.

Agreed. I assume the Toyota plant is a significant influence on the route, but they could just make a dedicated spur route from 1604 to Toyota, like they made for the Saturn plant in Spring Hill, TN with SH396 (aka Saturn Parkway).
