Expand the existing 2-lane highway into a 4-lane, limited access facility, condemning as much of the small town as is needed for the right of way.

Subways. The local traffic in the small town will be diverted to mass transit, leaving the highway open for the trucks and other long-distance traffic.

The town is almost named "Turboville," and they don't let you speed there? That's the most obvious case of entrapment the legal system has ever seen.  I've never even been there, but I'm still seriously considering suing them.

Purchase a fleet with helicopters with graphing hooks to transport traffic over the city congestion.
