They don't.  There's only one worldwide system.  It's just a very robust and complex system, and any given country only utilizes a few parts of it.

It's like asking why Loving County (TX), which has State Routes but no US Routes, uses a different system for organizing and classifying its highways than Lynn County, which has US Routes but no State Routes.  No, they use the same system, just different parts of that system.  Similarly, South Korea and Mexico use the same system, just different parts of that system.
