Why is the DMV a destination on a highway I would assume people already need a valid license to be on?

In celebration of today's "binary day" for Season 6, I was able to find these examples taken on trips to computing conferences.

I-5 and Washington 16.  February 23, 2010, while attending the SIAM Parallel Processing for Scientific Computing conference in Seattle.

Why is the DMV a destination on a highway I would assume people already need a valid license to be on?

Perhaps to warn people of a long delay ahead? Or that you may be sharing the road with unlicensed drivers...
