District 6: PA 63/PA 309 Connector Phase 3 - Adv Demolitions

QuoteSection HT3 is currently in Final Design (see Figure 1 - HT3 Project Location Map). The proposed alignment for Section HT3 was revised from what was previously included in the originally approved CEE. A Scoping Field View (Package #29584) including Section HT3 was held on July 15, 2019 and approved September 2, 2021 as a CEE Level 2. The project's purpose and need has remained the same and the Scoping Field View determined the project's level of complexity to be "Moderately Complex". Subsequently, FHWA considered the project scope changes and agreed on March 28, 2022, that a CE Reevaluation, as opposed to a new CEE, is the appropriate level of NEPA documentation for Section HT3 (see attached meeting minutes). The approved Scoping Field View can be found in the CE Expert System Archives. The CE Reevaluation detailing Section HT3 Preliminary Design was approved in January 2023 and included the following description:

Section HT3 of the overall connector project runs from Souderton Pike (SR 1003) and connects to a partial interchange of PA 309 and ends along Fairhill Road (T-446) in Hilltown Township, Bucks County. Proposed work for Section HT3 includes intersection improvements and reconstructions, stormwater/drainage improvements and additions, the reconstruction of Fair Hill Road Bridge, new ramps along PA 309, and intersection improvements at the Old Forty Foot Road/PA Turnpike Entrance Ramp.
