Why didn't they put in arrows for the yellow and green sections?

Some oddball signs on some educational films of the 1970's, both on the west coast and east coast.

Here's some more signal oddities that I found.

Pedestrian signals hanging from wires instead of being mounted on poles in Kettering, Ohio.

4-section right turn signals with two green arrows in Farmington Hills, Michigan. Though they're getting replaced, as shown in the 2nd video.

Flashing red beacons with worded lenses saying "4-WAY" in downtown Sandusky, Ohio.

Also in Sandusky, a non-MUTCD-compliant doghouse traffic light with a red arrow that's been wired to act like a 3-section protected left turn signal. The yellow and green balls don't turn on at all.

There are two signalized intersections in Madison, Wisconsin, that feature 3M pedestrian signals with separate countdown sections attached to the bottom.

Similar but maybe unrelated, but I've seen in Puerto Rico and Boulder, Colorado doghouses with red arrows like this, but I don't remember seeing anything about how they functioned. Are/were the red arrows bimodal with a red ball? Were they precursors to FYAs going from protected only to protected-permissive?
