Sorry, I don't know what this red thing is trying to say.

Looks like pretty good Spanish to me, but it isn't an answer.

What does this sign mean?

That sign was in the short-lived 1970 edition of the MUCTD because it was misspelled; the message was supposed say "ALOT", to warn people and motorists of the presence of alot crossing, alot of meandering, or perhaps an alot which had just finished swimming.

The 1971 edition mandated a yellow diamond sign with a pictograph, which prevented spelling and grammatical errors.

What makes Beulah, Wyoming the best control city on I-90?

Much like Limon and I-70/US 287/US 24, Beulah is located at the major junction between I-90, Crook County Road 129, and Crook County Road 142, making it an important hub for drivers heading in all directions. And with a population of 33, Beulah is probably the largest city in Wyoming. So why leave it off the signs?

What makes Beulah, Wyoming the best control city on I-90?

We're all kind of homesick, for a country
To which we've never seen before
No sad goodbyes, would there be spoken
'Cause time won't matter anymore

Beulah Land, we're longin' for you
And someday, on thee we'll stand
And there our home, shall be eternal
Beulah Land, sweet Beulah land

It makes those of us of a certain age smile because we are aware that Mrs. Balbricker's first name was Beulah, and that in turn reminds us of the "tallywacker" scene:
