Thanks for the trip down memory lane (or should that be Expressway?). Glad NCDOT investigated why the 540 exit were initially numbered wrong. That certainly never happened again (oh, forgot the original exit numbers for the Havelock Bypass were off by 19, glad they found that out without anyone's help).

I was amused by the comment from 2008 that without tolls NCDOT projected the rest of the Outer Loop would not be built by 2030. The current date for completing the tolled Triangle Expressway is 2028. Meanwhile, NCDOT just put out a reminder that the next toll increase starts January 1: https://www.ncdot.gov/news/press-releases/Pages/2025/2025-12-30-annual-toll-rate-increase-triangle-expressway-monroe-expressway.aspx
This means an increase of $0.12 from $4.05 to $4.17 if traveling the 18 miles of the original Triangle Expressway from N.C. 55 to I-40 in Durham and an increase of $0.14 cents from $4.19 to $4.33 if traveling the 18 miles of the new extension of the Triangle Expressway from N.C. 55 to I-40 in Garner. 

Once this final section is completed in 2028 the cost to drive all of the tolled portion will be $12.01 per trip.

$12.01 for 41 miles of roadway, so around 29 cents per mile.

The Monroe Expressway is $2.96 for 18 miles of roadway, around 16 cents per mile. At that rate, the full 41 miles of NC-540 would be $6.74, almost half the proposed / existing rates.

Quite the difference!

Most people will only be using parts of NC-540 as opposed to the entire southern loop, unlike US-74 where a lot traffic is through, but still. Expensive.

Quite the difference!

End to end the northern loop I-540 would be considerably shorter and toll-free. For the I-40 bypass the distances look about the same.

I know all the arguments pro and con about toll roads. Overall I am pleased to see them being built wherever.

The Charlotte City Council has rejected NCDOT's proposal with Cintra to construct the I-77 South Express Lanes, and directed their regional transportation board member to oppose it, citing further destruction of neighborhoods that were originally separated by I-77's original construction, as well as the aforementioned raw deal that NCDOT made with Cintra for the I-77 North Express Lanes.

Several news articles about it and the legislative aftermath, where the NC General Assembly is requiring Charlotte and neighboring cities to repay engineering costs to NCDOT (below is one).

Regardless of whether NC builds the toll lanes south of Charlotte, there is no need for SC to add any lanes of their own. I-77 south of Carowinds Blvd sees 135,000 AADT. This is well within the serviceability of an 8-lane urban interstate. South of Cherry Rd (northern Rock Hill exit), the traffic drops below 90k AADT, which would be fine even for a 6-lane interstate.

SC would have to build elevated lanes which would be prohibitively expensive. There's 9 miles between Cherry Rd and the NC line. SC is in the middle of a massive interchange project at SC 160 that I don't think they'll want to modify again for express lanes. Realistically, the only interchanges could be at Cherry Rd (tandem parclos with C/D system) and Carowinds Blvd. South of Carowinds, there are no problems. No need to build express lanes at a 10-figure price tag which would likely never see enough volume to pay off within 100 years. I wouldn't revisit this idea unless York County doubles its population. The express lane issue is strictly an NC problem until then.


As for NC, Charlotte is right to be worried about the Cintra agreement. As for their other concerns: any improvements to I-77 will take land, though it's not going to be to the extent the city seems to make it out to be. Much of the area along 77 is not residential, and there seems to be adequate land to add lanes with minimal disturbances.

NC needs to raise its gas tax because 41 cents per gallon by the state is inadequate for 80,000 miles of aging roads statewide not to mention the repairs from hurricanes every few years.

NCDOT isn't enforcing that the Cintra I-77 North Express Lanes be operated as they are intended. They were built to add capacity but the beginning toll rates are insultingly high resulting in empty lanes and a slower payback and return for the foreign lenders.

If they copied Atlanta's pricing and started at 50 cents for a few miles to get the lanes full, they'd collect more revenue faster even at lower rates.

Express Lanes are defined as having a sole purpose of offering a free-flowing lane of 45mph or faster for anyone to utilize at times they need to get somewhere faster with a predictable travel time. The toll rates rise to discourage too many additional people entering the lane that would slow it down below2 45mph.

Cintra should be forced to lower tolls enough to get the lanes fully utilized then increase rates to regulate the speed. The purpose of building them is not being fullfilled, citizens are incensed by $5 tolls to travel 2-3 miles which repeats until driving the full length of the lanes can cost $30-40 per trip.

The Express lanes on I-485 are state operated, but I'm not sure they think of Express Lanes the same way as in Atlanta, otherwise they would have forced Cintra to adjust their initial rates.

It will be renamed twice, first getting a beginning even number to indicate a full loop highway that will be split into an interstate and NC route until the bonds are paid off and then it will become one interstate designation with the even initial number.

I would definitely be willing to water against the number changing in 2028 since I'm pretty sure it won't change at that time. The even/odd first debit time is the least followed rule of interstate numbering so I would be surprised if NC wanted to spend money to replace the signs. I'm less confident that it won't change when the bonds are paid off since the argument of "we have to change a bunch of signs already to make NC 540 an interstate, might as well change the number too" is a lot more convincing.

Well in this new age of cost cutting at NCDOT it may be delayed, and you are entitled to your opinion which is phrased in a rude, matter-of-fact delivery, but when you look at:

1) Their devotion and dedication to the highway system over many decades, and their effort in following the naming conventions for over 50 years as they continue to build out the 80,000 mile system...

2) Then look at I-85 through central NC where the over head signage on probably 40% of all overhead gantries has had shields and routes and control cities changed countless times. The beautiful signs from the 2000s were replaced in the 2010s, and many have been changed a 3rd time as they can't make up their minds on signing many routes as they are rebuilt and replaced...

3) Then consider how hellbent they are in adding additional interstate designations over the last 20 years, probably getting over 12 brand new interstate designations approved in that time...

4) Then you wonder would NCDOT all of a sudden walk away from renaming a completed loop that is tolled and took over 36 years to finish, and join a tiny list nationwide of full interstate loops without an even number designation? There are only 3 that I can think of.

5) And finally why wouldn't people on this forum want it to be named properly? You all sit an debate at great lengths about the most mundane things on this forum that I can't even follow. But then you completely oppose and argue against one of the most known means of conveying what the function of a highway just in its name. The regular public knows what an even number interstate means.

6) I don't know the age of most of these posters but my opinion is just solely based on NCDOT's actions since the late 1980s, about 40 years of witnessing all they've built across the state.

I know it was once the plan to eventually change it to I-640, maybe when the loop was finished.

At one point NCDOT wanted to post the entire loop northbound in one direction, and southbound in the other direction.  Fortunately that didn't go very far.

The 540-to-640 renumbering has been dead for 25 years. I think the entire beltway should have been signed Inner/Outer instead of East/West. Do they not do that on beltways anymore?

The Beltline still uses inner/outer. Even though they don't need to anymore. Oh. You said Beltways. Capital Beltway still does.

And only a few states do that. I can think of is Florida's I-295 (East Beltway and West Beltway, but not sure if they use Inner/Outer. someone can correct me if I am wrong lol)

I-440 Beltline in Raleigh used to sign Inner/Outer on the whole beltline (including I-40 overlap), but it got removed due to driver confusion and at the same time I-440 shields were removed from I-40 overlap south of downtown.

I-485 in Charlotte still uses Inner/Outer.

I know I-277 used to be signed Inner/Outer but I have not been to Uptown Charlotte in so long, so I have no idea if they still sign them or not.

I-495 Capital Beltway still uses them.

I-695 in Baltimore still uses them.

No idea about other beltways.

485 and 277 still use both Inner/Outer and North/South.

on 485, The N/S changes at NC 115 in the north, and US 521 in the south.
