What is smallest town with an Interstate-standard bypass?

Based on the research I did, Sugar Grove, IL (2020 population 9,278). It used to be the terminus for I-88 is the reason for the bypass. I asked the question this way specifically because Texas has smaller towns with bypasses that aren't Interstate standard. The town does not need to be in the US.

If Sugar Grove is your example, then I'm not sure what you mean by "bypass".

To me, a bypass is a road built to reroute a road that originally went through a town. That doesn't appear to be what happened in Sugar Grove.

Being real for a second.  There dozens of tiny little unincorporated ghost towns that are bypassed by freeways.  Glenrio, TX on I-40 (bypassing U.S. 66) is probably among the more famous.  You can't get much smaller than a population of 0.

In an effort to rescue this thread, Virginia has a lot of small towns with full freeway bypasses (i.e., no at-grade intersections, only interchanges).

Keysville (pop. 807) has US 15 Bypass
Appomattox (pop. 1919) has US 460 and VA 24
Courtland (pop. 1295) has US 58
Lawrenceville (pop. 1014) has US 58
Clarksville (pop. 1300) has US 15/US 58/VA 49
Gretna (pop. 1310) has US 29
Chatham (pop. 1219) has US 29
Coeburn (pop. 1598) has US 58 ALT

And then you have all the small towns that were bypassed by I-81 and I-95 when they were built. Stony Creek (pop. 209) is probably the smallest of these, and I'd count it since US 301 was literally converted into part of I-95 when I-95 was built (the former northbound lanes of US 301 are the current southbound lanes of I-95).

This made me think of Odessa DE.  US 13 goes through town. While DE 1 goes around.  Pop: 366.

Seymour, Texas (2020 population 2,575) has a high-grade bypass along US 183/277.  It has a full interchange on each end and two in between.

I look at this in terms of "just building a bypass around a town" (suggesting that the town is worthy of a bypass) or "ending up with a bypass because a section of road was rerouted (perhaps for Interstating or four-laning)."

The Seymour situation is as such: The bypass was built when the stretch of road was four-laned.  It was not rerouted except for the bypass.  I don't consider it a fully independent bypass (built just to get around a town), since it was part of a larger expansion, but it also isn't a "secondary-consequence" bypass that just showed up because a whole stretch of road was moved.

I'd submit it for this category because I consider it to be a "semi-independent" bypass, and because it could have been built as a four-lane non-freeway, like the adjacent sections.
