You're only allowed to turn when the arrow is illuminated, not during the gaps in between.  Kind of like a ramp meter, but the sequence is faster.

OK, how's this? A racist highway engineer decided to use that style of sign to advise drivers when, and in which direction, to look to see people of East Asian descent exposing their private parts to passers-by. This is consistent with that engineer's use of a flashing red arrow to advise of American Indians doing the same thing and a flashing green arrow to advise of Italians doing so. Apparently, white people and black people flashing passers-by must be routine enough that no sort of signal is needed.

It means the driver at the head of the line is going to wait through the whole cycle for a green arrow, even if all opposing thru traffic has cleared. And if it was a leading green arrow instead of a lagging one, you'll all be sitting there for another full cycle. And then someone will have to honk the horn to get the driver up front to wake up and go when the leading left arrow finally appears; only 2 cars will make it through.
