Dunno, but US-21 in Ohio was decommissioned in '71. I guess the contractor forgot about that!

I believe that OH 821 is an old alignment of US 21.  Still, I don't know why the US 21 shield is there.

it does not look like a very old US-21 shield from here.  The shape is consistent with 1970 specs that Ohio used, though, so it may very well be a remnant.

I know there was a cutout US-33 on OH-833 (old US-33 alignment) until a few years ago, but that one was a 1962-spec cutout.

We seem to have gotten out of sequence here.  The last one in the chain was I-91/US 5/SR 44, I believe....
