replace stop signs with yield signs

That response doesn't really answer a whole lot. Of course you're going to use a stop sign for a stop condition. The real question at hand is evaluating whether certain intersections warrant a complete stop condition such that stop signs could be replaced with yield signs.  That determination would need to be made on a case-by-case basis and may necessitate a change in policy for the local traffic entity.

San Francisco experimented with replacing 4-way stops with "mini-roundabouts" in my neighborhood, and they were deadly to pedestrians and bicyclists. The average driver would just ignore the Yield sign and instead treated them as a slalom course.

On the other hand, I grew up in a neighborhood were most of the 4-way intersections were uncontrolled. Some people drove recklessly, but most of the locals had enough 'close-calls' to drive carefully. Last time I went back to visit, it was all 4-way stops though.

Yeah, this was a little while ago. This county normally listens to my e-mails and makes changes accordingly. This and adding a five-section head to one intersection is one of the few items that they've denied doing.
