Prairie du Chien, WI truck bypass

While flying back east over the weekend, I noticed some construction on a new road on the south and west sides of Prairie du Chien.  There's nothing on WisDOT's website about it, and very little on the city's website.  But it appears to be a combination of new construction and reconstruction of existing streets to provide a truck bypass of downtown for US 18 through traffic.  For the most part, the new route utilizes Main St parallel to the river, and Lapointe St to connect back to US 18/WI 35 just north of the city airport, with new construction connecting the two streets.

Any of the Wisconsin forumers know more about this?

Yeah WisDOT has been slacking in updating their plans/projects section of the site.  There are entries in there for projects that are done (even years ago.)

Apparently, WisDOT intends to relocate US 18 onto this truck bypass.

What I don't get is why a traffic signal at US 18 Eastbound and WI 35 has yet to be installed. I have sat there for 3-4 minutes at times before a gap appeared in traffic. Has the traffic signal option been evaluated?
