I'm wondering if it's possible to find, for example, the 1960's MI MUTCD online that's in the PDF format? I was wondering what signs they had in MI back then.

Of course, I can find the 2005 MI MUTCD online, but I'm trying to find editions older than that.

Your best bet would be to take a trip to Lansing and stop at the Library of Michigan.

I found the 1988, 1967, a 1950s, and 1941 PA MUTCD at the Pennsylvania State Library  Even though the librarian was nice enough to offer to lend me the 1967, it was marked as a reference book and to not leave the premises.

I'd be interested to know the shield specifications of the older Pennas.  I am quite sure '67 is the same as '66 (i.e. 1970-spec shields; the feds appropriated the Penna design)... 50s is probably '48 spec federal, and 41 is probably '26 spec federal, but what kind of reflectivity are they proposing would be interesting to find out.

Gribblenation has scans from the 1967 MUTCD which detail the specs for one/two digit and three digit US shields.

Hmm... So 1967 is when the ugly U.S. shields took over. I thought they didn't show up until 1970.

In Michigan, it was 1971. BTW, the modern MMUTCD can be found here: http://mdotwas1.mdot.state.mi.us/public/tands/plans.cfm

I can confirm that the Library of Michigan has a copy of the 1939 MMUTCD. (They sent it to me through inter-library loan, no less!) Other editions should be available, but they would be non-circulating if there is only one copy.
