A local news station reported today that the project to reconstruct I-635 from I-35E to US 75 will start in the next two weeks.

Does that mean the tunnel, or is there some other project that's ready to go?

It's not really gonna be a tunnel, because the managed lanes in the middle will only be partly covered by the mainlanes.
