This is on I-294 at Touhy Ave.  It appears to be a toll gantry but that would make little sense considering there is a tool booth less than half a mile before this. 

Anyone have any information on this?

It is a test site. There is another one just north of 127th St/Cicero Ave interchange.

I'm not sure. I am guessing something to do with speed and traffic counts.

I'm suspecting that it will replace the traditional toll barriers eventually, thus making I-294 an all-electronic toll road, like the ICC.

One of the Chicagoland papers had said a while back it was for researching a transponder that would work on any major toll facility in the US - the cell phone angle would certainly fit.
