You'd think Hawaii would be better served being tethered to California rather than being grouped with some cold and far places to the north.

And I may go ahead and combine the new Great Plains and Rocky Mountains and call said new district "Central" since both districts are so small in population.

Central isn't a good name – much of it is in the Mountain Time Zone. You can combine them under a different name.

I still think "South 75" have a shape like an average congressional district, but it's your map, you can do whatever you want with it.

How does this look?  Not completed, but still....

There is no pain, you are receding
A distant ship, smoke on the horizon
You are only coming through in waves
Your lips move, but I can't hear what you're saying
When I was a child, I caught a fleeting glimpse
Out of the corner of my eye
I turned to look, but it was gone
I cannot put my finger on it now
The child is grown, the dream is gone.

Looks good. Some might say that Arkansas doesn't fit with the other yellow states (it is quite different from TX and OK), but it has a lot in common with southwest Missouri.

Awesome.  I will begin adding to my south 75 map tomorrow the other 5 states.  I figure that's a logical place to start.  Then start on the other maps.
