Isn't there a Farm-To-Market route in Texas that was upgraded to freeway status? Can't remember where, though.

1 The Freeway was not built by the State Built but by city, county and Private Toll authorities.

Most of the Chicago expressway system was planned and built by Cook County, not the state.  This includes the Edens Expy, Dan Ryan Expy (planned as South Expy), Calumet Expy (aka Bishop Ford Fwy), Kingery Expy, Kennedy Expy (fmrly Northwest Expy), Eisenhower Expy (Tri-State Twy to the Old Post Office; fmrly Congress Expy), Stevenson Expy (Tri-State Twy to LSD; fmrly Southwest Expy), and part of I-57 (planned and built as the West Leg Dan Ryan Expy).  Lake Shore Drive was built and is currently maintained by the City of Chicago (even as US-41).

Some of them were built as the earliest freeways in the state (Kingery, Calumet, Edens, Eisenhower) and predate any IDOT (predecessor was Illinois Department of Public Works) freeways.  The first known IDOT/IDPW freeway was opened in 1956 as a part of US-66 (Gardner to I-355).
