I-94 ramp/outer road strangeness in Milwaukee

Is there really that much gained by this configuration over having the ramps enter/leave an undivided street?

I think so.  It takes all the merging, diverging and weaving friction off of the main lanes, allowing them to flow more efficiently, with fewer entry and exit points.  The same short weaves on the outer roadways would be otherwise on the main lanes, and would be tough under highway speeds.  Here, the speeds on the outer roadways would be lower.

My opinion, anyway.

This makes the ramps easier to use for the residents that live on the side streets.  If i lived on one  of the side streets I could drive right down my street and be on I-94 in no time.  I have been in the area quite a bit and it really makes sense for the amount of residents that live near the freeway.
