Ultimately this would be a power game between Congress - members don't use helicopters too much, but love DCA flights home, and VVIPs from Pentagon, and possibly cabinet level figures - who probably live in DC.
Reducing DCA service would be a better bandaid...

I saw this yesterday. Basically the approach they took is exactly how they land on 33. They approach on 1, and then "side step" to 33.

And now there is a recording from the day before, with helicopter - either same one or a sistership - causing 3 advisories and one TCAS goaround in the same area...
Stock up on popcorn, the show will be fun to watch.
