Conversion of residential street to include a bike lane

Over the past few weeks, Crux Drive in Citrus Heights has been repaved, restriped, and modified behind a local strip mall. As you can see from these photos, apparently, as a traffic calming measure, they added some islands and a bike lane. This is something that I think would make Chicago proud.
Why does "END ROAD WORK" sound like it belongs on a protest sign?
