Questionable signing practices

LA 123 at US 167 uses Williana and Winnfield as directional signage cities... while a few miles away, LA 366 at LA 8 uses Natchez and Alexandria, two larger cities at a longer distance. I've seen communities one on sign, with the next one showing only major cities. A few examples are below:

http://goo.gl/maps/tbYPs - Breezy Hill is a community. In fact, it's not even that, but a place. No sign to even let you know you're in Breezy Hill. Colfax, on the other hand, is the parish seat.
http://goo.gl/maps/heCnq - Natchez, Alexandria. Natchez is ~60 miles away, Alexandria is ~20 miles away
http://goo.gl/maps/yKPWa - Pollock and Alexandria aren't even along LA 772. LA 772 ends at LA 8 while still in Lasalle Parish (Pollock is in Grant), and LA 8 doesn't even touch Alexandria.
http://goo.gl/maps/QK1xM - Norris Springs and Peck are listed to the right; Norris Springs is actually a community with an active spring, and Peck is a place... that's it. Not even a caution light.
http://goo.gl/maps/RDgwv - Start, Columbia. If you're coming from Monroe on LA 15, Columbia was actually straight ahead on US 165. Maybe Hebert and Start? Who knows...
http://goo.gl/maps/fFIof - Long distance cities, again. Chatham is about 25 miles away, Monroe is 45 miles, through West Monroe.

So, would it be best to sign short communities, or distance cities, if you're dealing with mostly local traffic? Anyone who turns onto LA 4 from US 165 is going away from Monroe, intentionally.
