Here is a sign with a broken panel with the gap between the shields:

That interchange is interesting. There is no longer a movement from EB I-44 to SB US 169. There is a funny little ramp that connects to 15th Street. Also, on the merge from the SB 169-WB 44 ramp, the yield sign faces the lane to the left (the C/D lane). The C/D lane has to stop and the yielding traffic doesn't. This could be a relic from when this stretch of I-44 truly was US 169.
